From January 2005, Beijing government bring forward "lodgeable city" planning, there are about 20 cities also bring forward the targets of establishing "lodgeable city" in our country and become a tide. The main aim of this paper is to discuss that why we must establish "lodgeable city"? what the "lodgeable city" include? how to evaluate the lodgeable situation of a city? and how to establish "lodgeable city"?lts meaning is that providing a reference for city development of our country, providing a kind of way for resolving city problem, providing a kind of mode for 21th centuary city development, finally the aim is to establish a city which is fit to humam to dwell, living and development.This paper discuss mainly the city essence, the "lodgeable city" meaning, the basic theory of "lodgeable city" establishment, then analyze lodgeable actuality of city in our country and make a simply thinking on lodgeable city planning, finally we establish a evaluate index system of "lodgeable city", and we can make it become a standard to evaluate all cities of our country.This paper adopt induction, observation, statistics, system evaluation, literature reading, and so on, base on the qualitative and quantitative, synthetize handle the correlative theory of systems engineering, earth resource, ecology, environment, city planning, economics, then make an analysis on the problems appearing during the development of city, and try to find a resolve method.
