County industry has achieved great progress in China thanks to its reforms and open-door policy. The scattered location of Chinese county industry and the series of problems it caused have attracted more and more concerns in recent years. The county industry agglomeration has become the most important measurement to promote economic development of rural area and accelerate the process of industrialization and urbanization of the countryside. The theory of industrial agglomeration offers the theoretical basement for the county industry agglomeration. So how to combine Gansu small town industrial agglomeration's characteristic to perfect the development mode and propose corresponding with practical operation planning measure becomes in dire need of solving.This paper direct against Gansu small town industrial agglomeration's current development situation of enterprises are lacking the infallible contact, industrial structure level are low, input are insufficient, financing are difficult, industrial agglomeration construction are slowly. Base on the economic benefits, economic development vigor and competitive power etc. and combine the development experience of the domestic and international industrial agglomeration propose development model of Gansu small town industrial agglomerations. At the same time the paper combines the. development project studies of industry agglomeration of Shandan County, discuss the development of Gansu small town industrial agglomerations and put forward feasible suggestions for reference. The conclusions drawn by the paper will have reference value in certain degree to perfect the development with healthiness and regularity of Gansu small town industrial agglomerations.
