Because of the resource endowment, geographical location, economic level, urbanization, infrastructure, policies and systems are significant different in our country, the agglomeration of manufacturing industries in different provinces is also very different. Thus, we select representatives of developed areas in Guangdong Province, Jiangxi Province, on behalf of underdeveloped areas. By comparing we find the main reason which led to the difference, and then from the perspective of policy design to analyze how to flow the manufacturing industries transfer channel of developed areas and underdeveloped areas, in order to reduce economic disparities.Based on these, with the relevant data, this paper compare the manufacturing agglomeration of Guangdong province with that of Jiangxi province respectively in terms of the general, regional, industry.Then, we find that the manufacturing agglomeration of Jiangxi is more concentration than that of Jiangxi, and the manufacturing industry of Guangdong has also emerged the trend of spreading to the surrounding areas. Further analysis showed that industries of the highest agglomeration are capital or technology-intensive industries and the most decentralized industries are labor-intensive industries with low-skilled.Based on the above analysis, we first select some general factors, and pick out the specific factors by stepwise regression. The empirical results show that the factors of manufacturing agglomeration have some differences and similarities. Leading reason for the difference may arise from the natural advantages, agglomeration effects and differences in meaning of different provinces, but the policy and institutional factors are still dominant.
