| Eco-industrial park is the best way to operate industrialized procession, which can also reduce pollution and improve the efficiency of resource use as well as protect the environment. But because it's forming path and pattern is complex, there exists many obstacles and risks in operating eco-industrial park. Using flexibility analysis to diagnose the symbiotic system of eco-industrial park can provide some analyzing method and improving measures for EIP's steadily operation. This paper makes flexibility as the object and combines the theories and methods of systems science, recycle economy, industrial ecology, flexible theory as well as fuzzy comprehensive evaluation to study the system flexibility of eco-industrial park and forms the conclusions behind:(1) Basing on the concept of flexibility is the capacity that system reflect the environment change effectively, defining system flexibility of EIP as industrial ecosystem can react quickly and adapt the turbulence of uncertain factors from external park or internal to maintain the EIP's steady operation.(2) On the basis of analyzing concept of flexibility in eco-industrial park system, this paper poses that eco-industrial park system should contain external flexibility, internal companies' flexibility and general flexibility of entire park.(3) Combining related theories, this paper appoints out the principles of selecting flexibility index of EIP and builds up an three level index system for flexibility assessment. Then establishes the calculated methods for each index and how to determine the assessment standards.(4) Basing on the methods of system analysis, this paper uses fuzzy comprehensive evaluation to evaluate system flexibility of EIPs, this method can also be used to compare the flexibility of different park, flexibility in different time in one park, andto optimize construction programs.(5) Basing on the Construct planning of Shannxi Longmen eco-industrial park, the paper assess the present flexibility level in Longmen eco-industrial park. The result of assessment demonstrates that present flexibility is in a general state, the problems existed in the park contains: laggard technology and technique of the industrial chain, low substitutability of resources, simplicity of industrial chain, lacking companies which can supplement the industrial chains and lacking recycling companies.(6) Appointing to the problems above, this paper poses some methods of improving system flexibility which contains: improving technique in key joint of the industrial chain, varying the products and perfecting industrial structure, finding out substitutability of resources and suppliers actively, strengthening reuse and recycle of the wastes, extending and linking the industrial chain, replenishing a lot of supplementing companies and introducing recycling companies in the chain. It also calculates the prospective result when the methods above have been carried out. The result demonstrates that the system flexibility will be improved apparently. |
