Eco-industrial park (EIP) provides a basis for applying the concepts of Industrial Ecology and Circulation Economy and serves as an ultimately necessary approach to achieve sustainable development. Being an independent and cutting-edge research subject, EIP is also attracting worldwide attention from governments, large enterprises and research institutions. Relative theories and industrial practices have been showing a strong flourishing trend.Efficient Assessment of the construction and development level of EIP will promote complete comprehension towards the impacts of various factors on construction of EIP and will provide advice for management and policies. Thus scientific and comprehensive evaluation of EIP is of much importance for promoting the amelioration and development of native EIP.The aim of our research is to discuss and then design approaches and methods for assessing the development level of EIP scientifically.Firstly, the concepts, classification, research focus of EIP and the current conditions of National Demonstration Eco-industrial Park are briefly discussed.Secondly, a systematic review of common steps of comprehensive evaluation is made and the research progress of indicator system and assessment methods are discussed in detail. In addition, a set of pervasive indicator system is designed for evaluation of EIP. The characteristics and deficiency of three already applied methods: grey clustering, analytic hierarchy process, fuzzy cognitive maps are discussed respectively and a comparison is made.Thirdly, a model of AHP-fuzzy comprehensive evaluation is designed. Then detailed description for steps of using the method of analytic hierarchy process to confirm indicator weight and fuzzy comprehensive evaluation to make a comprehensive evaluation is provided.Last, 8 qualitative indicators and 20 quantitative indicators are selected based on the case of Dalian Economic-Technological Development Area (DETDA) to construct an indicator system and then statistical data is collected to confirm a set of rank assessing criterions. A comprehensive evaluation of DETDA is obtained with the established model of AHP-fuzzy comprehensive evaluation. The results show that the sustainable development level of DETDA is "normal".The evaluation results facilitate improvement of managing level of EIP by providing more information about the actuality of ecological industry development within the EIP andby providing a basis for complete comprehension about the impacts of various factors on the construction of EIPs. In addition, the evaluation result can also provide firsthand data for management and policies to ensure the healthy development of EIPs.The main achievement of the paper is the establishment of a general indicator system for assessment of EIP. Based on this indicator system, AHP-fuzzy comprehensive evaluation method is for the first time applied to assessment of EIP. The main results are obtained from four aspects:(1) Based on the indicators within the framework of indicator system of State Environmental Protection Administration of China, the indicators are filtered and extended in order to establish an original assessment indicator system that is available to all existing EIP.(2) The method of AHP-fuzzy comprehensive evaluation is applied to comprehensive assessment of EIP for the first time. Detailed approaches and processions are systematically discussed and designed.(3) 28 factors are filtered to establish the indicator system. Substantive data is collected to confirm the criterion standards. The method of AHP-fuzzy comprehensive evaluation is applied to the comprehensive assessment of "DETDA"(4) The deficiency in the construction of "DETDA" is pointed out based on the assessment results. Suggestions are provided for improvement correspondingly.In all, by the method of AHP-fuzzy comprehensive evaluation, qualitative indicators and quantitative indicators are reconciled effectively to achieve a general qualitative evaluation. In addition, the method of AHP-fuzzy comprehensive evaluation is easy to be comprehended, operated and programmed. Thus the method of AHP-fuzzy comprehensive evaluation possesses excellent advantages for practical application.
