The business process reengineering that is a kind of new management thoughtarose in 90's in 20 centuries, is very quickly accepted by the enterprisers andtheoreticians all over the world.The definition of the business process reengineering isextended by the 11111. The business process reengineering is a kind of improvementphilosophy, its target is a process that makes these processes to increase in value thecontents to maximize, other contents minimum by means of re-designing theprocesses of the organize , thus acquire the results improvement to progress by leaps.Its implement comply with the following principle: Face to the process, customerhighest, organization leadership ability and pay attention to the employee.The business process reengineering comply with the following principle: Face tothe process, customer highest, organization leadership ability and pay attention to theemployee.This dissertation introduce the methed and tools of the business processreengineering and analyse the risk in business process reengineering.The meaning of studying on the business process reengineering of post-bankinsurance is very importance.When the center bank adjust the policy of post bank'stransfer-interest rate,the post's income descend very quickly.The income of post-bankinsurance can recuperate the loss,but the efficiency of the post-bank insurance'sprocess is low,.In order to improve the efficiency of the post-bank insurance'sprocess ,comply with the principle of the selection on key process,we select thebankroll manage process to research.The current bankroll manage process of post-bank insurance is divided into thefollowing steps:1.The customer buy the insurance to postoffice,the business personnel receive themoney.2. The business personnel turn in the money and the credence to the foremanwhen fthe whole day wok is finished.3.The foreman auditing the money and the credence,check-up the wholeday'sreckoning insure all the money is turned in.then turn in all the money to thecounty bureau.4.The county cashier receive the money.If the county is dealing bureau,then thecashier turn in the money to post-bank cashier.The post-bank cashier register themoney in seaving system.The accountant must monitor the cashier.5.The province center clear the whole day's data,carry forward the deal bureau'sdata to settlement bureau.The condition of the clear success is all the deall bureau turnin the money to seaving system.6.The settlement bureau take back the money from seaving system ,then turn inthe money to insurance agent.According to applying the " value chain" analysis method, method of ASME andthe usage" control theories" to carry on the analysis to the original process, we candraw a conclusion:he unreasonable factor existing in the value added activity, cause the wholeefficiency of process very low;2. Information delivery by artificial interfere is too tedious, really makeinformation lose easily, and cause the waste;3. The start point is not reasonable of the mistake processing, cause artificialintervention excessive;4. The automation degree is not enough;5. The consideration to the bind is not enough, cause not to attain the anticipantpurpose, brought the negative effect on the contrary.Aim at these conclusions, we made use of zero thinking method, theimprovement intelligence mode method etc to carry on creativity thinking, then drawup the target for give a new life, discuss how the set sets up and trains to give a new lifethe team, carried on the analysis to the target process, then designed new process. Thenew process mainly includes the following parts:1. The business personnel turn in the money to the seaving system when fthewhole day wok is finished..design the data transfer mode between the post-bankinsurance system and the post-bank saving system.Bring the money into saving systemdirectly.2. The settlement bureau take back the money from seaving system ,then turn inthe money to insurance agent.After new process design complete, apply the " value chain" analysis method,method of ASME and the usage" control theories" to carried on the analysis to the newprocess, after analysis we can see :Total time of the whole process reduces to 44minutes from original 1306 minutes.Then we constitute the plan to actualize the new pricess.First, draw up the implement plan this time aiming at to reengineering, draw up theGunter diagram and a schedule.Then, the experimental unit of the implement BPR is necessary, build up alaboratory's measure to take a shot whether process can work really or not before thenew process put into work, the shortage and mistakes can be discovered in time, thesuccess rate of BPR will raise .The dissertation estimate the new process ,point out the new process exceed the oldprocess in validity and practicability.The process reengineering is a kind of overall business enterprise reform, not onlychanges the management principle and the running mechanisms of the businessenterprise, but also makes changes in the work method and the environments of eachperson of business enterprise. So, in change process, the success or failure of thechange is decided by obtaining the victory fight against the resistances and avoid theoperation error.The partial process reengineering temporarily succeeds not to represent the lastingsuccess. The competitor will not give up to lose the ground, the progressive progress oftechnique also will not stop, therefore, the business enterprise needs to keep onimproving the process to satisfy the consumer , stir up the employee's enthusiasm andtalent, keep own core competencies. It's necessary for us to do the processmanagement job, the process management can't be completed only one time, but along-term job, need to build up continuously improved mechanism to carry on themanagement ego, to carry out valuation, improvement and promote.
