For the traditional plan economic mechanism and special country situation, Chinese commercial banks have many serious problems. With the coming of the finance open completely, facing the foreign banks enter, how shall we reform Chinese commercial banks. The Chinese banks reform had shown that partly reform is far enough to solve the existed problems of Chinese commercial banks. Therefore, we must make use of advanced commercial banks reengineering theory and combine with the characteristics of Chinese economic system and Chinese banks to build a set of Chinese commercial banks reengineering theory and mode. So according to the actual situation of China, this paper researches constructing process bank focused on the Business Process Reengineering and Organizations Process Reengineering.This paper studies the literature related to the topic at home and abroad. Based on this, we compare sector banks with process banks at the point of features and advantages and disadvantages. So we can come to the conclusion that we must construct the process banks. The core of constructing process banks is Process Reengineering. This paper researches constructing process bank focused on the Business Process Reengineering and Organizations Process Reengineering. In the section of the Business Process Reengineering, this paper mainly studies the Business Process Reengineering of some main businesses, and then compares the business process before Business Process Reengineering with after. In the section of Organizations Process Reengineering, this paper mainly researches how to dispose human resources, and give some solutions to the problems. In the end, combined with the successful experience of foreign country, this paper researches the problems and obstacles that we encountered when we built the process banks, then give some solutions to the problems.
