The revitalization strategy of "old industrial base of northeast China" provides anopportunity for the economic development in the three northeastern provinces.Although the economic in northeast of China has developed, the employment had notincreased consistently. This will become the bottleneck of the economic developmentin the northeast of China.There is not any theory can provide a good explanation of the inconsistencybetween economic increase and employment increase in the old industrial base ofnortheast, after researching the theoretical synthesis about the inconsistency betweeneconomic increase and employment increase. The writer believes that it lacksinstitutional analysis in labor market of northeast China. More and more experts havepay attention to the function of institution in the economic increase. After analyzingthe labor market in the northeast, writer believes that the institution distemperednessresults in the faulty in the labor market of northeast. Mainly in the following aspects:the government intervened excessively in the labor market results in the labor can notflow freely, the income distribution is unreasonable and the social security is at thelow level of socialization;the structure of labor force is unreasonable leads to theimbalance between the support side and the demand side. The lack of effectiveincentive mechanism results in the labor force enter to the labor market averse ordifficultly.The suggestions of solving the employment in the northeast are the followings:(1) transforming the government functions and introducing the market mechanism inthe labor market;(2) transforming the economic growth pattern and employmentstructure by the industry clusters to increase the employment.
