Research On The Way Of Promoting Industrial Development By Science And Technology Innovation In J City,Northeast Old Industrial Base

For a long time,Northeast China,as an important industrial base of the country,has made outstanding contributions to national independence,national development and the four modernization projects.However,under the background of the change of eras,institutional and structural conflicts have intensified.With the slow transformation and upgrading of the industries in the old industrial base in Northeast China,the obvious recession of leading industries in the resource city,the accelerated loss of the brain population,the inadequate transformation of the industrial structure,and the rapid decline of economic development.The development gap between Northeast China and the developed coastal areas is widening.For J City,an old industrial base in Northeast China,the degree of dependence on emerging technologies at this stage has reached a historical peak compared with previous periods.Therefore,only by promoting industrial development with scientific and technological innovation and realizing economic structural transformation and upgrading,can J city rejuvenate its new vitality and promote long-term balanced and diversified development of the regional economy.The Northeast region is a resource-dependent region,this thesis takes it as the research object,and scientific and technological innovation as starting point,introduces its subject and essence,and combine the actual situation of J City to explore the deep reasons behind the development resistance and predicament of it.And discusses in detail,finally form a targeted countermeasures on the summarized short board and disadvantages.Firstly,clearly defining the research objects by combing and clarifying the concrete concept of scientific and technological innovation and industrial transformation and upgrading.Secondly,on the basis of the basic theory of technological innovation and industrial transformation and upgrading,the paper analyzes the current situation of industrial development promoted by technological innovation both at home and abroad,as well as the current development status and main problems encountered by the old industrial base cities in northeast China.Through the analysis of the theory of scientific and technological innovation promotes industrial development,especially the internal laws of industrial development in the old industrial base in Northeast China,so a conclusion is drawn that the necessity of scientific and technological innovation promotes industrial development is obtained.Last,by comparing the domestic and international administrative regulations on scientific and technological innovation promotes industrial upgrading as a basis for reference,the paper analyzes that the old Northeast industrial bases drive the direction of industrial development by utilizing technological upgrading conditions,and puts forward targeted policy suggestions,such as optimizing personnel training,improving the innovation industry chain,building innovation platforms,and improving the intellectual property system,which have made theoretical and practical research on scientific and technological innovation promotes industrial development in J City.
