Since new china was founded, she began to develop its state economy according to plan learned from Soviet. Chinese five-plan of state economy and social development has a history of over 50 years from the first five plan workouted and implemented the early 1995s to the tenth five-plan which will be finished before long. During the over fifty years, the five plan lived through the transformation from a planned economy of total concentration to a market economy. China can't completely depend on plan to manage the economic and social activities, but she must do her effort to accurately grasp the development trend of the future and carry the cause of the socialist modernization through the careful and whole plan. In the view of improving the plan work on the conditions of market economy, studying systematically several important questions of the five-plan is a meaningful work. The thesis consists of forward and five parts: the first part simply looks back ten five-plans and induces five-year plan characteristic; the first part tells the readers the relationship between the five-plan and the development stratagem of economy and society. The second part tells the readers the principles of workouting and implementing the five-plan. The third part analyses several important relationship about the establishment and actualization of the five plans. The fourth part sums up the experience of the five plans.
