Northeast China, the typical old industrial base, is concerned by scholars at homeand abroad for there are various resource based cities which posses a large percentagein the whole region. After decades of exploitation, the resource-based cities there arefaced with exhaustion in natural resources and urgent reform in economic structure.Besides, the changes of population have been focused and studies by many scholars.There for, it is studies in this paper the features of the changes of population the citiesin Heilongjiang, Jilin, and Liaoning provinces since 1990s,that is, the regional factorsand tendencies of the population charges in the resource-based cities of NortheastChina. In other words, the resource-based cities will be studied from the perspectiveof the change of population.The main body of this paper is constructed of four parts. Part one is anintroduction of the notions, theories, researches and cases about resource-based citiesand population. Part two, includes the analysis, comparison, induction andclassification of the features of the changes of population in that area. In this part, it isobjectively demonstrate in forms changes of natural growth and move of populationin these resource-based cities and urban areas, and annual changes of employmentstructure in the three industries, through the collection and conclusion of the data onthe population in statistic almanacs of Heilongjiang, Jilin, and Liaoning province andChinese Cities since 1990s.Acording to these analysis, the features of changes innatural growth, move of population and employment structure are generalized.Furthermore, from those features are analyzed the similarities and differences amongthe resource-based cities of different sizes with different natural resources. Pare three,the highlighted of the whole paper, analyzes the roots and causes of the changesespecially the factors influencing the move of population, according to the results ofPart two. The main factors include the influence of the population growth inertia annatural growth, the influence of economy, location, transportation, environment, city'sdevelopment phase and difference between cities and villages on the move ofpopulation, and the influence of reform of economic structure, size of cities, statepolice and social system on employment structure. Pate four makes a conclusion ofthe whole paper, illustrates the tendencies in the development of population andproposes according measures.To sum up, we can learn the changes and status quo of population clearly from1990s since the reaching of resource-based cities of Northeast China from the view ofchanges of population. It has the reality and practice value for the healthydevelopment of population, and also hope learn from the reach of resource-basedcities from the view of people.
