The Construction Of Union Recycling Model In Reverse Logistics Of End-of-Life Electronic Products In China

With the development of economy, the problem of resource shortage and environmental pollution gets worse. Accordingly, our government pays more and more attention to recycling resource and environmental protection. The electronic product is one kind of products which has high value to recycle and also pollutes the environment seriously. The government especially focuses on recycling end-of-life electronic products, because of the peak of electronic products' discard coming. At present, government speeds up making a rule about recycling policy for end-of-life electronic products, which specifies that the enterprise takes responsibility for recycling its electronic products. The paper studies enterprise of our country how to recycle end-of-life electronic products from the stand point of the precaution of no rain.At present, the way of disposing end-of-life electronic products in China is that the secondhand dealers reclaim and resell the old electronic products, and then small workshop and trash station deal with useless one, which pollute severely and waste so much resource. Furthermore, the process of recycle does not conform to the recycling regulation which will come into operation sooner. However, the manufacture and third party enterprise take the recycling model of reverse logistics which used in the developed countries such as self-management recycling model and third party recycling model must have high condition, so few companies of china can take the two foreign models. Under this condition, the paper analyzes the actual situation of our country, the characteristic of end-of-life electronic products and the theory of the reverse logistics value chain, then proposes that enterprises of our country construct a union model which include the retail merchant, the third party logistics enterprise and the manufacturer to recycle end-of-life electronic products by cooperating with each other.The research of the paper has three parts. First, the paper analyzes the separate superiority of the retail merchant, the third party enterprise and the manufacturer on reverse logistics of the whole value chain, and poses that it is possible for them to cooperate to recycle end-of-lifeelectronic product. Second, the paper discusses construction of the union model from three aspects: the reverse process of end-of-life electronic products, the information sharing, and the organization model of the participation enterprise. The recycling process is as flows. The retail merchant takes responsibility for collecting the end-of-life electronic products from consumer, and the third party logistics enterprise gathers them from the retail merchant to its warehouse, and then transports them to the recycling center. The recycling center will deal with them by examining, dismantling, classifying, and so on. The products which can be still used will be delivered to secondhand market, and the reusable components and material will be delivered to the factory to reuse. To save the transaction cost and improve efficiency of transaction, the paper proposes that participation enterprise should establish the organization model of strategic alliance. To increase efficiency of recycling work, each of the participation enterprise should separately establish the relative database for reverse logistics, and share information with each other by Internet. At last, the paper offers the implementation step of union recycling model in reverse logistics of end-of-life electronic products, and analyzes the effect of promotion from government, and also estimates the anticipated effect.The paper puts the union idea of logistics to use in reverse logistics, proposes the union recycling model. It is a new idea for the enterprise to recycle the end-of-life electronic products, which fits the condition of our country too. The implement of the model will reduce the company's investment of recycling the end-of-life electronic products, and saves the cost of buying new material, and also decreases the environment pollution of the end-of-life products.
