With the development of economy and the constant progress of technology and science, human being has to faces the problems of resources, environment, energy and development while making brilliant achievement. As a result, human being has to reconsider the relationship between mankind and nature so as to seek the harmonious development between economy, society and environment. Sustainable development, which stresses the harmony of economic development and environment, has become the research focus of scientists and politicians all over the world. With the further study of sustainable development, the quantitative measurement is becoming the key of the problem. It determines the establishment and implement of strategies and the realization of sustainable development. As one quantitative way to measure sustainable development, Ecological Footprint becomes popular with its visual definition, ample connotation and easy manipulation.Under the guidance of the theory of systemization, the author states the theory of Ecological Footprint method, and takes Shanxi province as an case and gives an emphatic study on the Ecological Footprint method, calculates and analyzes the dynamic change of Ecological Footprint from 1993 to 2003. At the same time, the regional difference between 11 districts and cities is calculated and analyzed. On the basis of this, the regulation and countermeasures of sustainable development for Shanxi province are put forward. In the end of this paper, the author put forward some advices to improve the ecological footprint method in evaluation of regional sustainable development. This paper is divided into five parts:The first part is preface. On the basis of reviewing and analyzing the sustainable development studying achievement, the problems are stated to evaluate the sustainable development at presence.The second part is about the introduction to some research of the EF and its main theory content. Through understanding the definition of Ecological Footprint, those related theories can be divided into two categories,fundamental theories and relevant theories. In the end, the author analyzes the background of Ecological Footprint and basic conceptions relevant to it, summarizes the further research situation of Ecological Footprint both at home and abroad, puts forward the index system of the Ecological Footprint according to the concept intension of the Ecological Footprint.The third part is a case study. In this part, the author analyzes the PRED of Shanxi province, then calculates and analyzes the status of its sustainable development using Ecological Footprint. Dynamic analysis proves that the ecological safe condition will aggravate if we do not take active measures.The forth part is also a case study. In this part, the author calculates and analyzes the Ecological Footprint of 11 districts in 2003 respectively. Using the concept of Ecological Footprint pressure index, the author puts forward the ecological security index system. Finally, the result, according to different classification, is present by maps, showing the regional difference of ecology security.The fifth part is argument and improvement of the method of Ecological Footprint. The author proposes some measures to slow down the ecological footprint, improve ecological carrying capacity and increase the ecological security of Shanxi. In the end, the author also discusses its existed problems.The innovations of this paper are: Taking Shanxi province as an example, the author analyzes the ecological security in terms of ecological footprint, ecological carrying capacity, ecological deficit for the first time;Puts forward the ecological security index system, which based on ecological footprint from the degree of regional differences;Calculates the ecological footprint demand for ten thousand yuan GDP of every region to reflect the using efficiency.
