Sustainable development should not only meet the current needs of the development of society all matter, but also analysis of future human needs be a serious harm to the environment, so the sustainable development can be seen as a sophisticated system. Achieving the development of economy is important, protecting water, atmospheric and forest land ecological environment and human survival is equally important. The ecological environment must be kept at a certain stock of assets to control development in the ecosystem carrying capacity within the scope of to ensure the survival and development of human beings in a polluted environment and the destruction of the state security.Taking the Jilin River Basin as the object of analysis in this paper,to analysis and research on the sustainable development of 2006-2013. Based on the theory of energy and ecological footprint,to establish the calculation model of the ecological footprint of the traditional ecological footprint and ecological footprint of Liaohe River Basin in Jilin province.Analyze the ecological deficit and ecological surplus gradually, through the ecological carrying capacity and ecological footprint. Compare analysis the difference of the two models, then quantitative analysis Liao River source area sustainable development. The traditional ecological footprint calculation and analysis results show that, the highest value is 1.10E+01 hm2/cap in 2008, but 2008-2010 in ecological footprint shows a declining trend. 2010-2013 basic volatility is in asteady state with small fluctuations.Ecological carrying capacity of the source area of the Liaohe River from2010 to 2006 showed a gradual downward trend, from 1.174hm2/cap to 1.156hm2/cap.From 2010 to 2013 ecological carrying capacity gradually shows a rising trend.2006-2013 Liao River source area ecological deficit continues, 2008 is the largest ecological deficit in the source area of the Liaohe river, that the ecological deficit be-9.81E+00hm2/cap. 2006-2013 annual per capita ecological footprint per capita ecological footprint in the Liaohe River source area. The increasing ecological deficit indicates that the ecological environment in this area has exceeded the per capita ecological carrying capacity. The results show that the traditional ecological footprint is consistent with thecalculation results of the ecological footprint based on the energy value. Therefore, it can be explained that the ecological condition of 2006-2010 in the source area of Liaohe River is not sustainable. Finally, the reasons for the sustainable development of the source area of2006-2013 are analyzed, and the measures of sustainable development are put forward.
