A Research About Construct On Administrative System Of Jilin Development Zone

From the beginning of 1992,when the city of Jilin establishes the first zone, after 10 years of development, the city of Jilin has more than 10 national and provincial development zones, including high-tech industrial development,the economic and technological development zones, tourism economic development zones. However, the City Zone development mainly relies on the preferential policies. Along with China's economic reform and the degree of marketization, preferential policies advantages alone are not enough. Thus, the preferential policies in the future development zone will be charged secondary. The advantage of the management system reform will be a new city zone lifeline to the development of jilin city.In the first section, the dissertation starts from beginning with the administrative structure established in the course of our zone, to analys the process of innovation in the establishment of specific performance and trends. And debates administrative structure of the zone classification from the different angles. It is not difficult to see that our country has accumulated rich experience after years of exploration and development zones gained by leaps and bounds. However, as China's market economy matures and the accelerated process of global economic integration, the original management structure has not fit with the needs of the zone development. How to create and institute a management structure through institutional innovations, which fit with a socialist market economic system and also in line with international practice; both suit China's national conditions and fully embody the characteristics of the new development zone management system .It is the key issues which need urgent solutions during the new round of economic development zones.In the second section, this dissertation agrees that a new management system should be a four zone system : 1, It is a new administration system.
