Nowadays, Human resources development and management has become akey element of modern business management. How to build a scientific andefficient, systematic, and standardized human system, maximize the overallefficiency of human resources management has been a one of the major issues toresolve.Since reforming and opening up, China's privately-run enterprises become animportant component of the national economy in the development of the nationaleconomy. At present, private enterprises are in a new round of growth period,China's accession to the WTO and the arrival of the era of knowledge-based,privately-run enterprises must face the economic globalization and fierce marketcompetition, and state-owned enterprises, foreign-invested have more advantagesin the finance and policy than privately-run enterprises. So privately-runenterprises need to strengthen the human resource basis, By improving theirinternal human resources management to deal with competition and the promotionof development.In modern society, the talented people have the full power to select a suitcompany. On the one hand these mature foreign enterprises, the state-ownedenterprise or some developed privately-run enterprises, could attract more talentedpeople naturally. On the other hand even if developing privately-run enterprisesgive the higher salary, but the talented person will not join it. This truth directlyhas restricted the speed which this kind of company's development and theresources accumulates. Even if relative mature privately-run enterprises are willingto invest the suitable resources extremely in the human resources, but they are lackthe instruction of selecting the talented person.The researches of human resources management are very many in our world,but the patterns suits in our privately-run enterprise's human resourcesmanagement are little. Therefore we must positively explore the way that suits inour country privately operated enterprise's human resources management is anurgent thing. The author attempts to unit the experience when the author practicedin Shenzhen HW Corporation, and enterprise culture and the strategic developmentdirection, take the KBI management pattern as the frame, to explore the method ofhuman resources management that suits our privately-run enterprise.The author unifies the enterprise developmental strategy, from the topdownward decomposes the enterprise the strategic target, forms the enterprisestrategic target --a period goal of department --staff performance goal to enhancethe mentality. According to this mentality, taking the goal as the guidance, andtaking the key behavior as the index. Under the enterprise strategy instruction, wecan analyze the staff's behavior pattern and take the pattern as the reference ofhuman resources management in the privately-run enterprises.
