It is emphasized in the tenth five-year program of our China, that in the period of the tenth five-year program, the principle of the environment polity should be developing economy by using the least resources and environment price, and protecting natural environment by using least economy cost. In the tenth five-year and the year of 2010,the aim of protecting natural environment is that: To 2010, basically changes the condition which the ecological environment worsens, the city and countryside environment quality has the quite distinct improvement, completes one batch of economical fast development, the environment clean is exquisite, the ecology positive cycle city and the area. To 2015, the environment is the pollution is under the control, argues vigorously enable the ecological environment to have the improvement, the city and countryside environment quality basically satisfies the people to produce the life the need.The present technical assessment work often too stresses the technology advancement to the economical development influence. Technical methods to measure the cost-effectiveness analysis and applications are mainly social benefits analysis. Technology is neutral on its own, but the development of technology often exists outside the social consequences beyond themselves, to bring about a series of crimes against humanity and social ills,for example, environmental pollution and destruction of resources and the impact of waste on human health hazards, and so on. There is a growing awareness that technological progress not only for the development of human society and the promotion of economic growth has enormous role, but also to humanity's survival enormous implications for the environment.
