China is the largest energy consumer in the world,and its productivity is improving rapidly.Meanwhile,a series of environmental problems also follow.It poses a threat to the sustainable development of China's economy.In addition,with the development of economic globalization,China has become increasingly closely related to the world.FDI has become an important factor affecting the economic development and environmental quality of a country.Therefore,how should the Chinese government balance economic development and environmental protection?What is the impact of foreign direct investment on the environmental quality of China?These problems have become the focus of current research.Therefore,this paper will evaluate and analyze the provincial environmental performance of China in view of the above two issues.The research content of this article is divided into two parts.The first part is based on the DEA model to make a comprehensive assessment of the environmental performance across provinces in China.This part are divided into three points:first,under the assumption of no congestion,the DEA window analysis method is combined with the two concepts of natural disposability and managerital disposability to evaluate the provincial environmental performance in China.Second,under the assumption of congestion,the DEA window analysis method is combined with two concepts of desirable congestion and undesirable congestion,to classify the congestion,RTD and DTR of various provinces in China.The three one is to test the regional heterogeneity of the environmental performance values in the first point by using the measurement nonparametric test method,so as to test whether there are differences in the environmental performance among eastern,central and Western China.The second part is based on the SBM model to investigate the impact of FDI on China's provincial environmental performance.This part are divided into two points:first,we compare and analyze the performance values calculated by the traditional SBM model and the conditional SBM model,and preliminarily investigate whether foreign FDI has an impact on the provincial environmental performance in China.To test the impact is actual excitence,the part adopts non-linear regression analysis to tese the relationship between the FDI and environmental performance.Based on the above findings,the following conclusions can be drawn:first,the government should take environmental protection and economic growth into consideration when making policies.Second,under the managerial disposability,China has great potential to improve environmental performance through the innovation of ecological technology and the management approach.Therefore,the application of technology and advanced management methods to production activities should be the issue that the government pays attention to.Third,the problem of regional imbalance in China's environmental performance is still outstanding.The government should take measures to narrow regional differences,especially the provinces with poor performance.Fourth,FDI has a positive impact on China's environmental performance in general,but after a certain inflection point,the influence will gradually weaken.Therefore,the government should restrict the international capital and correctly guide the flow of international capital.
