The correct selection of the regional leading industries, is useful for the regional economics administration department to grasp the development direction of regional economics accurately, and to establish appropriate industrial policy, resulting in rapid development of region economics.This article makes a research on the index system, the method and models of the selection of the regional leading industries systemally. Also some representive provinces/cities as Jiangsu, Anhui, Guizhou, Shanghai, Tianjin are token out, and a positive study on those provinces/cities are made. On the basis of the index system for evaluating the regional leading industries, and with the uses of the grey cluster model with fixed weights, the leading industries of those provinces/cities above are chosen out. Via the contrast analysis, the leading industries characters of those provinces/cities are confirmed.Some achievements are made out as following:1. The industrial scale index is brought in, based on the existed index system, making it more comprehensive.2. The processes which make the representive provinces/cities comparably.3. Comparing the characters of the leading industries between the representive provinces/cities and the developed country, the stage of the representive provinces/cities are made out. Those could be the point of references to the provinces/cities which are in the same classification as the representive ones.4. Different development policy proposed to the representive provinces/cities.
