Research On The Selection Of Leading Industries And Mode Of Undertaking In Industry Transfer

Industrial transfer is an important economic phenomenon in the process of the world economy since the modern times. There have been three industrial transfer waves within the global scope since industrial transfer phenomenon emerged in the middle of20th century. Furthermore, with China’s east elements costs rising and industrial development resources declining, a large regional industry transfer wave is on the rise from the east to the middle and the west. Regional industry transfer is an inevitable way to help poor regions realize the economic great-leap-forward development, and also a kind of powerful mean in promoting the upgrading and structural adjustment of the industrial developed areas, and also an important measure in giving impetus to China’s regional economy development towards equalization and rationalization, and also the key to promote sustainable development for China’s economy in the long run.Industrial transfer, which owns its own special objective laws, is an inevitable requirement when the regional economic develop to a certain extent. It is of vital significance for a national and regional development in scientific planning, organizing and promoting the industrial transfer activity consciously on the basis of the objective law of the industrial transfer. According to existing researches about industrial transfer, the present study focuses on the international industrial transfer leading by foreign investment. However, the special study to unique mechanism of Chinese regional industrial transfer based on the national conditions is obviously insufficient. Particularly, it is terribly insufficiency of the general rules of summary and refining about regional industrial transfer. This thesis studies the happening fourth industrial transfer and undertaking, and mainly studies the regional industrial transfer mechanism and general laws of our country, especially those rooted in the reality of China and those have a certain regional characteristics, so as to guide areas to undertake industrial transfer scientifically and orderly, and promote regional economic coordinated and sustainable development.The main research contents and conclusions are as follows:(1) Through the review of the history of three industrial revolutions in the world, it is noticed that the essence of the history of industrial revolutions is a history of industrial transfer, and that industrial transfer is an important kind of economic phenomenon during the economic development of all countries in the world. Then, it is concluded that the market mechanism is the fundamental motivation of industrial transfer based on the review of the "Flying geese model " theory, labor-intensive industries transfer theory of Lewis, the product life cycle theory of Vernon, the marginal industry expanding theory of Kiyoshi Kojima, the gradient industries transfer theory, internalization theory, international production compromise theory and any other classical theories.(2) This thesis studies the general rules between the industrial transfer and industrial cluster development, and the rules between element transfer and accumulation, and makes the conclusions through the induction analysis, inference hypothesis and empirical test as follows:①To undertake industrial transfer is an important way to realize the development of industrial cluster, but it is not the same in different periods of industrial development.②The development of regional economy cannot be without the production elements of the flow. In the industrial transfer process, factors of production agglomeration is not the simply concentration in a space of many elements, but a process of elements’ creative fusion and organic integration within agglomeration area. (3) This paper analyzed the main factors influencing the undertaking of industrial transfer. After the analyses of the regional gradient, the industrial connection and all that are the basic factors and environment factors influencing the undertaking of industrial transfer, we explored the general rule between different industrial transfer type and its corresponding influence factors, and do an empirical test with the fourth industrial transfer of manufacturing happening in the Yangtze river delta region as research samples. The study found that:the emphases of the undertaking area environment are different for different types of industrial transfer. For cost-push type of transfer, transfer of industry enterprise basically pay attention to the low comprehensive business cost such as land of cheap resources, rich labor and so on, so obvious regional gradient differences between that two areas are necessary. For resource-push type of industrial transfer, it depends lower on the labor force than cost-push type of industrial transfer. The key to resource-push type is the good natural resource endowment of undertaking place, while significant gradient differences between industrial transferring areas and undertaking areas are not necessary. For market-push type of industrial transfer, the enterprises of transferring think a lot of target market prospect, while the enterprises of undertaking value more about its pull function on the local economy, therefore, there needed higher industrial connection between transferred industry and the undertaking area.(4) The paper studies the dominant factor of industry selection. It reviews the comparative advantage theory, industrial linkage theory of Hirschman, leading department theory of Rostow, dynamic comparative cost theory of XiaoYuansandaiping, growth pole theory, regional division of labor theory, output base theory and any other leading the choice of industry theory from the industrial economy and regional economy perspectives. And according to the related theory and the reality of China, it put forward these suggestions that undertaking areas should choose the leading industry based on national important strategic demand, the domestic and international industrial transfer trend, the basic orientation of state industrial layout, undertaking area resources comparative advantages and its development, ability of driving, adaptability, competitiveness, with difficulty or not, the affection to the environment, risk and so on. The ways, based on analytic hierarchy process and the combination of evidence reasoning to choose the leading industries, are also provided.(5) What is going on around the fourth industrial transfer in the typical undertake patterns are analyzed. The characteristic industrial park mode,"chain industrial park" model, recycling industrial park mode,"professional town" mode and "cooperative project garden" model are mainly analyzed. And in accordance with each mode above, typical cases are selected to explore various mode of operation mechanism. On the basis of the above analysis, integrated with China’s reality, the mode selected by undertaking areas and the directions of the innovation of the mode are put forward.(6) China’s regional policy is overall analyzed about the forming process of the policy from the macro perspective, and the overall policy effect was evaluated. China’s fiscal, tax, investment, industry, land aspects of regional policy trends, characteristics and typical regional policy are analyzed based on policy tool of the microscopic perspective. On the above basis, the overall policy design is put forward to promote regional industrial transfer.
