Research On Agent Construction System Of Government Investment Project

With our country's economy developing so fast ,there are more and more government investment program ,and the corresponding amount became larger and larger .For so large scale ,the shortcoming of old manage mode of government investment program exposed gradually ,it has leaded to a a low efficiency of investment .Under this situation ,the state Council accredited " Decision on investing in system reform " on July 16 of 2004,pursuing"agent construction system" to the non-profit making government investment project clearly .To the experimental units of agent construction system for government investment project to many region ,this measure will undoubtedly have remarkable for the development of agent construction system .It try to research several hot questions in Implementation of "agent construction system" by theory and the practice including " the Theoretical foundation of the Implementation of "agent construction system " ", "the compare of two management mode of agent construction system", "the game between government and the agent enterprise","the prevention and control of the risk of agent construction system .Basing on the analyze of these questions, some advices and comments are put forward .It tries to have breakthroughs on terms of the theory of the agent construction system.This article have the value on government's enhancing the development of the agent construction system ,and guiding significance about how to set up the system of preventing the risk of it.The entire thesis is divided into 3 parts .The part 1( chapter 1),mainly introduce the background of research , the proposition of the research questions , and the Structure of this thesis . The part 2( chapter 2 to chapter 5),mainly research the hot questions of the agent construction system including "the compare of two management mode of agent construction system", analyzing the necessity and rationality by the X(low) efficiency theory , the game between the government and the enterprise , and the prevent and control the risk of agent construction system " .
