| Most government investment projects are public welfare proj ects and as an im portant part of fixed asset investm ent of the total society; and the main objective of the project is whether it can achieve a good social benefits. Ho wever, the government investment projects during the course of construction, face variou s risks because of backward and in adequate management model, such as "over engineering", "three excesses", which is not only in loss of government investment efficiency but also damages the public interest of the whole community.Therefore, the State Council prom ulgated the im plementation of "agent construction system" for government investment projects, implementation which leads to four separation of the project "investm ent, construction, supervision, the use ",and effectively avoids associated risks during engineering co nstruction. But the principal-agent relationship formed of a gent construction management mode also increases the probability of new risk occurrence. To this end, the effectively supe rvision and risk prevention of governm ent investment under projects construction agent has become important influence factors to develop the agent construction m arket and get good results. Under this background, how to establish scientific risk prevention mechanism and take effective ways of supervision through, reducing risk loss of agent construction proj ect, improving construction m anagement level and investment benefit of gove rnment investment project, prom oting the developm ent of agent construction system, maximizing the overall efficiency, which has become a problem of worthy study.Firstly, introducing the background, purpose and significance of this research, the researches at hom e and abroad are analyzed and the problem s presented in this study, indicating the study m ethod,then the research stru cture is given; Next, from the theoretical level analyzes government investment project supervision and risk prevention, introducing the concept of agent construction system and gove rnment investment projects and with the connotation and points out that the government investment project and project supervision and risk prevention of necess ity, and then cl earing the risk factors that effecting th e government investment under construction agen t project effective supervision, finally expounding the m ain supporting theories; thir dly, the current situation of governm ent investment construction agent project supervision and risk prevention mechanism is analyzed, the main risks and the existing regulatory are known, and then the type of risk prevention of the government investment agent construction pr oject is cleared; Fourth, gam e research of adverse selection risk to the government investment project is presented in this paper, the base of theoretical measures on adverse selection problems to establish the game model of bidding and analyzes its m ain parameters,then regulatory policy of against the risk put forward to; Fifth, game study on moral risk problem of commissioned agent is presented, based on the feasibility analysis of the incentive mechanism separately from qualitative and quantitative angle, designing trophy system to prevent moral hazard, proposing regulation strategy f; Sixth, game study on m oral hazard problem of agency, the explicit incen tive mechanism and the implicit incentive mechanism are designed, through the analysis of the main parameters and draw supervision strategy for the moral risk prevention are given and exam ples test be introduced; Finally, the conclusion and prospect, the main research results are summarized of the study, and puts forward this study’s limitations and the prospects of the follow-up study.Through the research on effective supervis ion and risk prevention of governm ent investment project under construction agency sy stem, enriching the application of relevant theories, improving the governm ent investment project supervision and m anagement level, which has important research value and practical significance to promote construction agency system development of our country. |
