Tourism Consumption is not only a social phenomenon but also a cultural phenomenon, which reflects people's nice wishes for pursuiting of high quality life and the promotion of people's quality. It has an important practical significance to study and guide correctly tourism consumption at all aspects such as economic, social, cultural and so on. This paper that deals with Shanghai citizens' tourism consumption just studys tourism consumption in the cultural light, and the research principle is the combination of qualitative research with quantitative research and comparative research. By employing the questionnaire method and archive study method, this paper study demonstratly the subjects, the values and the patterns of behaviors of tourism consumption of Shanghai citizens' tourism consumption.This paper is planning to explore the development course and actuality, the modifying factors and the functions of Shanghai citizens' tourism consumption, elucidate the staggered characteristics at transform period, mixed period and the period after WTO entry on the basis of information getting fom the questionnaire. It also analyses the characteristics, problems of Shanghai citizens' tourism consumption and the modifying factors which includes culture factor, social factor, economic factor and industrial factor by the numbers. Then, it discusses that Shanghai citizens' tourism consumption plays the positive part in improving the quanlity life, promoting the development of the tourist industry soundly and stepping up the urban development level of Shanghai. At last, it gives a summary and suggestions pointed to the problems.This paper has six chapters totally, following: Chapter 1, Preface; Chapter 2, The research of the development course of Shanghai citizens' tourism consumption; Chapter 3, The investigation and research of Shanghai citizens' tourism consumption; Chapter 4, The modifying factors research of Shanghai citizens' tourism consumption; Chapter 5, The function research of Shanghai citizens' tourism consumption; Chapter 6, Conclusion and countermeasures.
