With the strengthening of the integration of the global economy, more claims are put forward to the compensation system for the development and survival of modern enterprises. The problems of the current compensation management in Chinese enterprises make an adequate illustration that the compensation management which does not adapt to the marketing economy is becoming more and more a barrier to the development and management of Chinese enterprises. The organization of compensation management system construction and enterprise strategy is helpful for the establishment of core power of an enterprise, which can also help to obtain and keep advantages of competition.The value-assignment of directional strategy is a kind of strategic reflection emphasizing on the organization of compensation management system and enterprises' development strategy, organizational culture, marketing strategy and different development stages which offer support to the realization of enterprise organizing goal and sustaining development. The design of directional strategic compensational management system model explains the basic model of this system construction and the frame of compensation strategy decision-making makes a full explanation of common method of compensation strategy-making according to the enterprise' environment and features which have a practical sense of instruction to the current stage of compensation revolution in Chinese enterprises.
