The Situation And Developing Strategy On Rural Human Resurces Of HuBei Province

A promising aim in the sixteenth congress of the Communist Party has put forward, that is,"in the first twenty years of this century we should concentrate our energy to build a high standard richly endowed country for the over one billion population", Also, it was pointed out,"in order to make a richly endowed society it is important tasks to plan the economic development of cities and rural areas as a whole ,build modernized agriculture, develop agricultural economy and increase the income of farmers". Agriculture is the primary industry of the national economy. And the problem of agriculture,country and countrymen is consistently an important issue of our economic life. The status quo of large quantity and Iow quality of rural manpower has been the big barrier of the development of rural economy, so is the realization of the modernization of agriculture. Developing human resources to cultivate the peasants with high quality has become a task of tap priority.My thesis analyses the status quo and existing problems of rural manpower in HuBei province. It aims at presenting the gross strategic measures of exploiting rural human resources in systematology, which will probably Provide the theoretical conduction for practice. Developing manpower resources is a systematic engineering of society,referring to many factors,such as government's,organization's,market's, culture's. It mainly utilizes education,training,emigrant ways,health care and so on,to enhance the total quality of rural manpower and propel the development of rural economy. HuBei Province is situated in the center part of middle China, so to propel the development of western areas ,lead the prosperity of middle areas and realize the economic increasing balance of eastern and western regions, developing human resources is of great practical and permanent significance.Based on the practical research, the author first concretely analyzed the present situation and problem on rural human resources of our province, and then boldly proposed the total strategic plan that is to be explored in our province, that is, establishing a total strategic aim, holding the two developing latitudes, carrying out the three exploring strategic guidance and implementing the four concrete strategic measures——exploitation of education, exploitation of system, exploitation of emigration and exploitation of policy.
