As a system of the government interfering with economy, the government procurement system is one of the most vital means of managing socio-economic life for all governments in the world. It is generally used as an effective way to strengthen the financial expenditure management in countries of market economy. It is also an important part of financial reform of the Chinese government. The adoption of government procurement system can enhance the efficiency in using government funds, extend the supervisory functions of financial expenditure, standardize the behaviors of governmental consumption, reduce corruption, and promote the development and optimization of the market system.As an important component of the Chinese public financial system reform, it took only 10 years of the government procurement system reform from the trial implementation to widely promoting the implementation, and it has made tremendous progress. Especially, the promulgation of the Government Procurement Law has played an important role in facilitating the standardized operation of the government procurement and the expansion of its impact. However, we should be cleared in mind that many problems become outstanding while achievements are made. They mainly take the forms of operational problems in the course of procurement practice and the barriers of promoting the system of government procurement. From the practice, these have seriously affected the function of the government procurement system, distorted the public knowledge of the system, and consequently hindered the self development of the system. All these directly affect the advancement of public expenditure reforms, and it harms the sustainable, stable and healthy development of the Chinese social economy. Thus, the optimization of the current government procurement system and making it play an even greater role are the major issues of public financial system reform.
