Business Process Reengineering (BPR) was first advanced by Michael Hammer in the 1990s. Since then, BPR has been a central topic in big enterprises and companies both at home and abroad. Based on their respective site-specific conditions, these enterprises and companies all put BPR in practice in an effort to reinvigorate competitiveness and obtain an advantageous position in their special fields. On the basis of the overall strategy of"becoming one of the World Top 500 companies", set by the headquarters of China United Telecommunications Corporations Ltd. (China Unicom), and urged by the new economic and market conditions, China Unicom (Jilin) implemented BPR in its operation, maintenance, and service (OMS) system.With the continuous evolution of the BPR theory, BPR, tested by practice, has gradually shifted its focus from overall reengineering to optimization and improvement of business enterprises, reaching a more rational and more comprehensive stage with an increased operability and success rate.
