With the impact of finance liberalization, incorporation, internationalization, information and negotiable security, China Commercial Bank, as the financial enterprise, are facing greater competitive pressure. How to develop and keep the core competitive power of China Commercial Bank has become the most valuable study task. In this easy, the author, from the view point of new institutional economics, basing on institutional vicissitude theory, investigated into business process reengineering—a kind of supply on management institutional vicissitude with China Commercial Bank.In this essay, the author first reviewed the developing and the studying status quo of institutional vicissitude theory and bank reengineering theory,. Then, taking Douglass .C. North Institutional Vicissitude Model as the analysis frame, analyzed China Commercial Bank business process reengineering drive force mechanism from interior and exterior factors. And then, basing on the features of business process reengineering and the situation of China, analyzed vicissitude path of China Commercial Bank business process reengineering, concluded that gradual-deducing institutional vicissitude path was the prior choice. And then, basing on Douglass .C. North Institutional Vicissitude Five-stage Model and Mei's Life Cycle Theory, the author designed China Commercial Bank business process reengineering operating mode—Life Cycle Model. This model described the standard of China Commercial Bank business process reengineering operating stages and activities, formed S-A framework of process reengineering. At last, analyzing with the example of China Agricultural Bank Liaoning Branch's credit business process reengineering practice summed up the critical successful factors, which provides a referent example for other business process reengineering.In this essay, basing on the study on the theory and examples of China Commercial Bank business process reengineering, the author concluded that: business process is the main part of commercial bank institution; business process reengineering is commercial bank managing institutional vicissitude. Combining with new institutional economics, especially the analysis frame of institutional vicissitude theory, analyzed the drive mechanism of China Commercial Bank business process reengineering. The better choice of China Commercial Bank business process reengineering path is the gradual-deducing institutional vicissitude. Basing on Douglass .C. North Institutional Vicissitude Five-stage Model and Mei's Life Cycle Theory, designed China Commercial Bank business process reengineering operating mode - Life Cycle Model. Analyzing with the example of China Agricultural Bank Liaoning Branch's credit business process reengineering practice summed up three critical successful factors of Liaoning Agricultural Bank Credit Business Process.
