The 21st century is a knowledge-based era, and the core of knowledge economy is the new economic based on human resources and intellectual capital, so human resource has been the most important strategic resource of national economic and social development. 1992 Nobel Prize Winner in Economics, American economist Becker profoundly pointed out that 75% of developed countries'capitals are no longer material capital, but human capital. Human capital has become the source of human wealth and economic progress.Human resource is the most important factor of all the factors of productivity, all the knowledge, technology, information are by artificial carrier without exception. In the field of enterprise management, human being has become a very crucial factor in the achievement of enterprise's strategic objective. Will of the people that likes or dislikes, and investment degree of staff's work determine the enterprises'prosperity and success in very great degree.
