Balanced Scorecard has been widely used worldwide since its inception in1992. By using it, a lot of enterprises have achieved success. As an advanced strategic performance management tool, how to apply the Balanced Scorecard to improve state-owned enterprises’ existing performance appraisal system is very worthy of study.With a detailed description of the specific case of Guizhou provincial state-owned enterprise KL (Group) company building a Balanced Scorecard performance management system, this paper attempts to provide ideas for other state-owned enterprises to improve the existing performance appraisal system.Firstly, this paper briefly introduces relevant theories of Performance Appraisal, Performance Management and Balanced Scorecard. Based on a review of domestic and foreign enterprises Performance Management and Balanced Scorecard research course, it is concluded that to face the new international situation, it is very necessary for the state-owned enterprises to introduce the Balanced Scorecard to improve the existing performance appraisal system.Then, begin the empirical analysis part of this paper. Briefly introduce the basic situation of the research object KL (Group) Company, detailedly analyze the status of its performance appraisal system, and sum up the existing problems. Mainly include:(1) lack of the concept of performance management system;(2) ignore the relationship between performance management and corporate strategy;(3) the lack of attention to non financial indexes;(4) focus on the target management, and neglect of process management. Then, to address these issues, it is suggested that by using the Balanced Scorecard, KL (Group) company existing performance evaluation system can be improved in performance appraisal index system as well as the performance management process.Again, a detailed description of KL (Group) company to introduce the Balanced Scorecard process, including preparatory activities, strategic environmental scanning, drawing the strategic map, constructing all levels balanced scorecard and performance management pr ocess. Particularly using causality analysis to design the branch (child) corporate level balanced scorecard. It also happens to be the main innovation of this paper.Finally, summarize the whole text, and propose suggestions for future studies such as how to break through the four dimensions of the Balanced Scorecard and successfully applying it into enterprises’daily management.
