The deregulatory reform of the natural monopoly industry of China began from thel980s, and it has obtained the achievement attracting people's attention in introduction of the competitor, break of monopoly, industrial combination and administrative reform, etc, since the 1990s. However, our country still has no effective government regulation system, such as civil aviation.For a long time, what the civil aviation industry of China implemented is the monopolistic mode of state-owned enterprise, which comes from the planned economic system since the foundation of the state on one hand, on the other hand, which depends on the natural monopoly characteristic of the industry. The natural monopoly is mainly shown as economies of scale, economies of scope, economies of network and sunk cost, etc, but its basic characteristic is the subadditivity of cost. The characteristic of natural monopoly is not unalterable, which depends on the development of market demand and supply technology of the industry. The civil aviation industry can roughly be divided into four departments air transportation, airport, air regulation and service guarantee, and different characteristics of technology economic of different fields directly result in the change of regulatory.Regulatory depends on complete regulation system. After the regulatory reform of civil aviation for over 20 years, it has already formed the management system of two grades from CAAC to regional administration bureau, and its state of industrial organization has been finished from monopolizing to the oligopsony and behavioral transition of enterprise's marketization. However, single property right structure, the upper monopoly and administrative monopoly, which still perplexing of civil aviation industry, are contacted with the regulation system of civil aviation.Various laws such as trade law and competition law and the behaviors of enterprises and government, suggest that there are following problems in regulation subject, regulation object and regulation content in economic regulation, social regulation and antitrust regulation in the civil aviation industry of our country. First, the regulatory function is fuzzy, the regulatory organization is incomplete; Second, the antitrust regulation is weak; Third, the administrative monopoly is outstanding. It is obvious that regulation of civil aviation is incomplete.
