| The regulations question of monopoly industry has been one of the hot topics of various countries, and it is the significant research which the present world faces. As a monopoly industry, the aviation's regulation has received various countries attention. Although China has reformed the rules in the 1980s, because of the characteristics of combination of government and business and administrative monopoly, in addition China is still in the process of economic system switch, there is still heavy responsibility to achieve the reform.In the foundation of predecessor research, unify the theory and practice, this paper from follow aspects to study the regulations of the aviation. Firstly, through explained the theory of regulations economic, obtained the analysis foundation of this paper. And then combine the reality of aviation to analyze the regulation question. Secondly, introduce the history of China's aviation regulation. In the foundation, we can realize that the regulation have existed many problems, such as the imperfect of regulation system, the rules and regulations so strict and overage, the method is sole and insufficient science and so on, and then make reason analysis for these questions. Thirdly, elaborate the developed countries, such as the regulation reform of US and Japan's aviation, appraise their success and failure, and base on this summarize the experience in order to enlighten our country reform. Fourthly, through the analysis of full text, discuss the suggestion of how to regulate our country's aviation. China should deepen the reform of regulation, establish the independent and highly effective regulation organization, devise the right of rule reasonable, consummate the related laws and rules, and strengthen the supervision of the rules themselves and so on. Simultaneously must change the way of administrative intervention regulation, strengthen the social regulation, relax efficiency rules, and introduce excitability and consultation and so on. |
