Until 11 December, 2005, it has been already 4 years since China's entry into WTO. During these years, China has been fulfilling its commitments, enjoying its rights and interests, taking the opportunity to further development. The practice has already proved that china has realized the safe transition toward the"post-transition period".As from 2005, China has entered into"post-transition period"of WTO. Further impact of WTO on China will emerge largely. International trade disputes like anti-dumping become bottleneck to China's healthy development of foreign trade.Open economy, resulting from economy globalization, is part of integral economy directly opened to the world marketplace, namely internationalized economy for a country. In China, the essence of building the Chinese characteristic market economy is open economy.As the biggest province in western region, today Sichuan province is still behind Shanghai, Zhejiang, Jiangsu, Guangdong Province and the like in open economy. Experience has proved that if Sichuan wants to keep sustainable economic development, it has to open its economy to wider scale and extent.We are facing a problem that is how to greatly promote Sichuan's open economy under this very"post-transition period". The author thinks of open economy as freedom of trade and investment. Considering achievements already made and existing problems, the author makes the following conclusions through careful review and comparison of policy index and open-progress index of open economy.1. Sichuan should avail itself of participating in international division to gain its own interest in foreign trade.
