R&D activities have played an important role in promoting competitive capability of enterprises and economic development of regions. However, R&D activities in China exist quite a few problems. Therefore, it has great academic significance and value in practice to compare Chinese-funded R&D institutes with foreign-funded as to find out the gap between the two, to explore the reasons behind this, and to bring forward effective countermeasures for China's R&D activities.Through summarizing the history and trends of the R&D activities around the world and main problems existed in China; and having conducted an all-sided expatiation on the importance, mechanism, modes and pertinent policy advices that can be adopted to Chinese-funded R&D institutes, this paper compares the situations between Chinese-funded R&D institutes and foreign-funded R&D institutes at the layer of the enterprise. There contain three main parts in this paper. The first part, including the first, second and third chapters, summarizes the development history and trends of the R&D activities around the world, and the history of the R&D activities in China and the relevant problems at the present. Meanwhile, it analyzes the function of the R&D activities and relative mechanism to ensure the R&D activities. The second part, the forth chapter, is the key part of this paper. On the base of establishing a series of index system and using the reexamination material of the R&D institutes in Pudong given by the Science & Technology Bureau of Pudong New Area, 2005, and mathematics of the cluster analysis, it compares the Chinese-funded R&D institutes and foreign-funded R&D institutes on location, industry, scale and efficiency of R&D activities. On the base of the above discussion and reference to the experience of the developed countries, at the layers of government and enterprises, the third part, including the fifth and sixth chapters, discusses new R&D models and policy advices in promoting the R&D capabilities of the Chinese-funded R&D institutes.Some innovation points may exist in this paper concerns writer: 1) different from the common frame work of the existing study, this paper compares the R&D activities at the layer of the enterprise with survey data, and constructs a mechanism to ensure R&D activities of the enterprise with new models; 2) referring to application in practice, through analyzing of the impacts of the R&D activities and the mechanism that ensure the R&D activities of the enterprise, this paper puts forward suggestion for decision-making of both the R&D institutes and the government.
