During the late Qing Dynasty, flood disaster attacked Zhili area frequently,which had brought great disaster to the local people. Disasters are common effects ofnatural factors and social factors: On one hand, natural factors are the background ofthe floods. THE Temperate Continental Monsoon Climate characteristicssignificantly.Lying in the territory in the northwest, southeast lower than the moderatemiddle,which are easy to form orographic rain. The topography changing rapidly andthe narrow riverway siltation deposited seriously due to a highconcentration of silt ininflow rivers, thus brought on many troubles and disasters. On the other hand, thenegative grain transportation policy, deserted lax water conservancy construction,andthe corrupt of bureaucracy exacerbated this disaster.The natural floods occurred in ZhiLi area during late Qing dynasty gave rise tonot only massive population mortality and migration, which also brought about aseries of social problems,and threated to the social stability. The Impact of floods onagriculture was obvious, in addition to causing incalculable direct economic losses,which also caused the rural labor decreasing sharply,leading to the agriculturalproduction suffered serious damage. Part of the town was on the wane after the blowof floods, with the reason weaken of the business functions, destruction ofinfrastructure and the surrounding market,which affectsed the healthy developmentof the whole social economy.Facing the increasingly serious flood disaster, the Qing government took a seriesof measures to the disaster prevention and alleviation, which achieved some results.Relying on its special political status and geographical position, ZhiLi get a lot ofspecial support from the Qing government. But in the late Qing Dynasty, thecorruption of social and politic and the financial difficulty made the goverments’efferts no means. Maintainning the development of social economy stable andenhancing the the majority of the people’ awareness of disaster prevention andreduction is the fundamental way to disaster reduction.
