The Application Of Geographic Information Technology In Registration Certification Of Huludao Rural Collective Land

Collective land refers to the land owned by collective peasants, and the definitionof land ownership of collective peasants is the land ownership of the agriculturaleconomic collective organization including towns, villages and villagers’ groups. Theconstruction of land ownership information system has been completed in most of thisnation, which contributes a lot to the development of cities. With the approaching ofnational resources survey, the confirmation of rural land ownership has been fullyarranged. The confirmation of rural land ownership and to sent out rural landownership certifications not only can strengthen the management of rural collectiveland, but also can maintain the legal interests of peasants’, which will entrustspeasants “the certificate to base on” and”the certificate to depend on”.This study analyzed the current condition of ownership in foreign and domesticland management based on geographic information technology. According to thenational rule of surveying standards, this thesis studied the key technology of ruralcollective land ownership working process, in which the rural land ownership projectin Lianshan District, Huludao is also included. The detail processes of rural collectiveland ownership confirmation and the application of geographic informationtechnology in ownership confirmation was described. The following achievements areobtained by this thesis:(1) The technology method in the project of rurual collective land registration andcertificate confirmation, the control of achievement quality, achievement on file,etc., which provides valuable experience for the similar work in other areas.(2) The theory of global satellite position and error sources. In view of the workingprocess and problems in the rural collective land ownership confirmation andregistration, the advantages of the global satellite positioning in land ownershipconfirmation was studied as well as the introduction of the application of thepositioning technology.(3) Based on the theory of database, the database of rural collective land ownership inHuludao was constructed exampled on confirmation in Lianshan District of Huludao City using the Nanjing Collective Land Ownership ConfirmationSoftwar, which enables the functional modules of the browsing the data query,statistical analysis, data update, results output and land registration certificationsending. This database offers solutions to the confirmation work for land andresources departments.
