A Research On The Countermeasures For The Exploitation Of Marine Resources And The Construction Of Marine Province In Shandong

Entering into 21 century, the coastal provinces have strengthened the exploitation of the ocean, and implemented a series of marine development strategy, setting off a new round of "blue wave". In 2012, The 18th Chinese communist party congress clearly put forward the strategy target to construct maritime power. Coastal areas is the basic carrier of marine power construction, and the healthy and sustainable development of coastal provinces marine industry can provide a strong driving force for the construction of maritime power. In recent years, the coastal provinces gradually pay much more attention to the marine development and utilization, and regional competition becomes increasingly fierce. Based on this, as a traditional marine province, Shandong province firstly puts forward a strategic target to exert the advantages of marine resources and build the marine province.During the course of construction of the marine province, whether the marine resources are used properly or not will directly affect the realization of the strategic target of the marine province. Therefore, the analysis of the current situation of Shandong province marine resources, based on this, the research on how to realize the scientific and reasonable exploitation of marine resources is one of the favourite points to crack the problems in the construction of marine province. The scientific exploitation of marine resources, on this basis, promoting marine industrial upgrading and structural adjustment, healthy marine economic growth has become an important breakthrough in the research problem of the construction of marine province in Shandong.We need to analyze the strategic background of marine construction of Shandong from three perspectives:the national marine policy, the role played by marine economy in the national economic development and regional competition of marine development, and demonstrates the significance of the construction marine province of Shandong, and expounds the concept of the marine province construction in Shandong, furthermore puts forward the main content of marine province construction in Shandong. Specifically, on the basis of summarizing the related research achievements, taking the interactive relationship and the mechanism of the development of marine resources and marine province construction as the logical starting point, this paper attempts to construct a comprehensive development system of marine resources, and to produce a strategy of marine province in Shandong by using the basic theory of regional economics. On the bases of definiting of the concept of marine resources and marine province, this article analyzes the developmental condition of marine resources, and discusses the influencing factors of building a strong marine province, and establishes a subjective and objective measurement model which consists of principal component analysis (PCA) and Delphi method, and tries to construct the evaluation index system of marine province. On this basis, this article carries on a quantitative analys is to the present situation of the construction of marine province, and gives a transverse comparison on each index of other coastal provinces; this article analyzes the present developmental situation of marine resources, and describes the main contents of the construction of marine province in Shandong starting with the analysis of the distribution of marine resources; this article analyzes support potential of marine resources for the construction of marine province using analytic hierarchy process (AHP) and fuzzy comprehensive evaluation; combining the status and problems in the construction of marine province, finally this article puts forward specific countermeasure and safeguard measures.
