The Research About The Strategic Transformation Of Marine Resource Development Model In Shandong Province

The vast ocean is great resource treasury which is waiting being fully developed by human beings. The recession of land resources and the promotion of human’s ability exploiting marine resources lead to more demand on marine resources. The exploitation of marine resource is on the rise around the world. China has increased the degree of attention on marine resources since the 1980s. The establishment of marine power has been a national strategy in the 18th National Congress. The research carries out in the times above. The article uses the study of marine resources economics, natural resource science, externality theory and theory of sustainable development. The article points out the importance of marine resource in the promotion of marine economy’s development.Using scientific methods analyzes the actual requirement and great significance of the strategic transformation of marine resources development in Shandong province. The article also points out there are some problems in the marine resources development’s model of Shandong province, such as low level, repeatability, high consumption and low output, which is difficult to meet the requirements of the development of marine resources in new period and what’s more, it is the important factor to hinder the modernization of marine industry in Shandong province, so the transformation of marine resources development mode is imperative. The article uses experience which has been proved to be successful in developed country for reference, and analyzes classic model of the marine resource’s exploitation which match the physical truth in Shandong province, and obtains the enlightenment of the Shandong marine resources development. Explore the direction of Shandong marine resources development with scientific and reasonable argument. Get the suitable marine resource development which conforms to the strategic transformation requirement and current situation of Shandong province.Chapter I of this dissertation introduces the background of strategic transformation about Marine resources development mode in Shandong province and points out the theoretical and practical significance of this proposition. The article sets general research orientation and writing thinking on the basis of comprehensive analysis about research status at home and abroad.Chapter Ⅱ elaborates theoretical knowledge that is used in correlation analysis. The connotation, the characteristics, classification of the marine resources mentioned in the Marine resource economics. How to determine the value of Marine resources and what is required in developing. The theory of externalities and public goods suggest that we should fully recognize the public goods attribute and consumption of non-exclusive of the marine resources so as to reduce the negative externalities. In circular economy and sustainable development theory we learn that human have to realize the sustainable development of economy, environment and society during the ocean resources development.Chapter Ⅲ, titled as " The Status of the Marine Resources Development in Shandong Province", analysis the status endowment and resource development of the marine resources in Shandong province. Based on the rich Marine resources and excellent Marine geographic location, it is generally concluded that Shandong marine resources development lists in the first tier in our country.Chapter Ⅳ of this dissertation, titled as "Marine Resources Development Model of Shandong Province Facing Transformation", points out the inherent requirement in strategic transformation about Marine resources development mode of Shandong province. During the development of Marine resources in Shandong province many problems are determined, such as low-level, repetitive, energy-intensive, low output, unreasonable layout and so on.
