Marine ecological economic system is an open system which is formed by theinteraction and intertexture of marine economy, marine society and marineecosystems. As the supporter of well-coordinated development of sea and land,coastal marine ecological economic system is the transition zone of land and sea, andalso an active productivity. Shandong province has many costal cities, and marineeconomy is an important branch of its economic development. Among all theprovinces, Shandong province has an one-up urbanization level, fish folks here takethe head of changing jobs, people get an increasing income, and the education andsocial security maturing are gradually improved. However, at the same time of greatachievements of marine economy and social development, marine ecological systemof Shandong province is under tremendous pressure. Improper social and economicactivities of human being caused aggravation of the degradation and disorder ofmarine ecosystem of Shandong province, disasters and disease to mankind which cannot be estimated, and damage of the sustainable development of marine ecologicaleconomic system in Shandong province. Therefore sustainable development level ofmarine ecological economic system in Shandong province is evaluated in this paper toestimate the coupling and coordination status of its internal subsystems. Accordingly,a future developmental pattern of marine ecological economy in Shandong province isdesigned, in which operation safeguards are proposed to promote the consolidationand optimization of marine ecology. Hopefully, more scholarships, enterprises andgovernments can realize the importance of ecological environment and resources, andcontribute to improvement of coastal ecosystems, promotion of economicdevelopment and consolidation of social stability.This paper is composed of three sections.The introduction and related theories of sustainable development of the marine ecosystem economy constitute the first section.In this section, literatures of the marine ecology economy and sustainabledevelopment are reviewed and summarized at first, and then concepts mentioned inthis paper and theories which are the basis of this research areintroduced.Development status, evaluation and situation analysis are presented in thesecond section. Based on the related data from2001to2010of Shandong province,sustainable development indexes of marine ecology economy across the ten years arecalculated to confirm the pattern and phase of sustainable development of marineecological economic system in Shandong province. The results imply that, Shandongprovince is in the general stage of sustainable development; the marine society,economy and ecological system are in antagonism stage; marine ecology economy isa kind of fragile type.Development mode selection and operation safeguards areanalyzed in the third section. Through combination of theories and empiricalexperiences, a sustainable development model is formulated for marine ecologyeconomy of Shandong province and a dynamic mechanism and operation safeguardsare proposed to ensure the effective implementation of the model.Based on the data, through the combination of quantitative and qualitativeanalysis, sustainable development of marine ecology economy is creatively defined inthis paper with static and dynamic analysis. Marine ecology economy of Shandongprovince is evaluated for the first time, and a suitable development mode is proposed.To attract more attention on this subject, this paper can offer references for researchon the development process of marine ecology economy, so that all the efforts wouldcontribute to the improvement of marine ecology economy for Shandong provinceand even China.
