At present our country is in a period of rapid of rapid development of city construction, city population is increasing rapidly, city of high-rise and super high-rise buildings appears, building personnel carrying capacity is greatly rising, this also leads to major accident prone to injuries and the fire. Compared our country city fire with the developed countries, we still have a certain gap for the moment, which is mainly reflected in the software application. The general characteristics of Chinese fire protection software is simple function focuses on information management; the reality is lacking of information analysis and aided rescue function. So it is necessary to research and develop a kind of fire protection assistant system, so that the fire occurred can quickly query various fire data, the rapid formation of the rescue plan, give the rescuers to scientific rescue decision, the overall realization of “fire command computer, command system network, disaster judgment function, various kinds of information in real time, fire standards chemical”.In this paper, combined with the management system of fire information in Qiaoxo district of Zhangjiakou city, based on the analysis of the system requirements is proposed on the Web GIS and the fire information management system combining mode, realized the join of spatal data analysis functions in the geography information system of fire fighting on the original plan and implementation of Fire Protection Assistant system. In the system design, using B/S and C/S mixed mode, using the Oracle data base and ArcGIS map platform, using Java and Java Script language to develop the system. Plan system implementation can be achieved. The fire geographic layers ArcGIS platform(mainly including roads, buildings, fire hydrant, key units, the general unit, fire patrol unit layer) through the B/S dynamic query, statistics the number of fire duty, vehicles, equipment and equipment, the key units of the basic information and the fire fighting and rescue plan that can be combined with GIS system and MIS system, the basic information of fire can be visually displayed on the geographic information system, and ultimately provide auxiliary decision information necessary for fire fighting and rescue decision.The system designed in this paper is a part of management system of fire information in Qiaoxo district of Zhangjiakou city, the basic functions can be meet the fire the actual demanding, improved the scientific decision-making level, reduced the decision formation time, achieved the design purpose. Major achievements are:(1) the design of the required system decision-making database;(2) the research and discussion of the decision process of formation, and the simulations are carried out;(3) to achieve the management and analysis of spatial data;(4) implement fire rescue optimal path generating function.
