With the acceleration of our city development and the expanding of our city scale, all kinds of emergency incidents occur. In china, there are more than 100 serious accidents occurred. In such a accident there is more than 10 persons died. More than 80 percent of losses in these accidents due to the lack of emergency plans or the uncompleted of these plans, so instituting emergency planning for serious accidents is an effective method to decrease the losses. But whether or not the emergency plans can be put in practice successfully is an important problem.It is completely necessary to assess the emergency management ability in order to improve it, reduce the losses and provide quantity basis for government decision. Based on the analytic hierarchy process (AHP), the author selects 21 assessment indexes primarily according to the inherent processing character of emergency management, designs hierarchy structure of factors affecting emergency management ability, constructs comprehensive assessment model and gets the total weights of every indexes.As the emergency planning is a complicated system that concerns lots of uncertain factors, this article makes a comparing of the generally-used evaluating models and chooses the Analytical Hierarchy Process (AHP) to confirm the main factors and weight numbers, confirmed maturity of emergency planning by computing the aggregative index of emergency planning. In this process, as a first step the level analyzing method is used to establish a mathematic model, and the 21 sub-indexes and their importance are determined.
