Nansha New District is located at the mouth of Pearl River connecting sea, and is thegeographical center of greater Pearl River delta, only38and41miles respectively to HK andMacau. It is an important pass for Pearl River basin to the sea, and the pivot for the cities atboth sides of the river mouth, and also an important doorway for the opening to the outsideworld. In2005, Nansha District was formally established during Guangzhou’s adjustment ofadminstrative districts. It is a state-level multi-functional economic zone including nationalspecial economic development zone, high-tech industrial zone and bonded area. It is also theonly comprehensive demonstrative zone implementing CEPA agreements in GuangdongProvince with economic administrative power of Guangzhou municipal level. Nansha Districtcovers a total area of527.65km2, including339.5km2of land. It administrates6towns(streets) including Wanqinsha Town,58administrative villages,19communities with apermanent population of more than313,000. Over300tons of household garbage is produceddaily and mainly transported to Xingzhong Landfill Site of Baiyun District for disposal andburial.In early September of2012, the Planning for the Development of Guangzhou NanshaNew District was approved by the state council, thus the district was upgraded to the6thnational-level new district after Lanzhou New District. After its establishment, Dagang town,Dongchong Town and Lanhe Town were added to the new district, and its total area increasedsharply to803km2, and population to more than717,500. As Nansha New has no terminalfacilities for garbage disposal, all the household garbage has to be transported to BaiyunDistrict Xingzhong Landfill Site of Baiyun District and Huoshaogang Landfill Site of PanyuDistrict for treatment. With the ever intensive development of Nansha New District andspeeding-up process of urbanization, total amount of garbage generated increasescontinuously with bumping growth of population and social economic volume. Meanwhilethe capacity of other districts’ landfill sites is contiuously reducing, and will finally lead to thesituation of no-where-to-go for the garbage. At present, Nansha District still lags far behindother old urban districts in modes of respectively throwing, collecting and transportingdifferent sorts of household garbage. It is not in harmony with Nansha New District’s social economic development, and is up to all sectors of the society to aware the serious problemof garbage encircling the city, promote the work of classifying garbage, and reduce thevolume of garbage from very beginning.The article analyzes comprehensively on current situation, main features and existingproblems of household garbage classification and disposal in Nansha New District, trying tofind solutions to solve the problem of garbage encircling the city. Based on current materialsand referring to advanced experiences of foreign countries on the subject, the article discusseshow to realise reduction of volume, harmless treatment and materialization of Nansha’shousehold garbage through increasing the rate of the awareness and participation inclassifying houselhold garbage and accuracy-rate of classification among local residents ofthe district, thus putting forward specific proposals and measures for perfecting theclassification system of colletiing and transporting garbage, and building terminalgarbage-disposing facilities in Nansha New District.
