Study On Problems And Countermeasures Municipal Solid Waste Governance In Zaozhuang City

With the acceleration of the process of urbanization,people's living standards have increased,the amount of household garbage has increased year by year,the level of municipal solid waste disposal has become increasingly inadequate,the environmental pollution caused by household garbage has become increasingly prominent,and the phenomenon of "garbage siege" has become more and more widespread,tensions of land resources and energy supply,as well as the emphasis on environmental issues,all require exploration of new ways of disposing of household waste.Zaozhuang City,as a representative of the rapidly developing small and medium-sized cities,has a long history of domestic garbage disposal.It is of great reference to explore the domestic garbage disposal problems in Zaozhuang City for other small and medium-sized cities.This paper firstly introduces the research status of municipal solid waste disposal at home and abroad,and expounds the basic concepts,characteristics and related theories of municipal solid waste disposal.Secondly,the basic situation of Zaozhuang City and the general situation of domestic garbage disposal and the basic system of domestic garbage collection and transportation in Zaozhuang are introduced.The main problems and the reasons of the municipal solid waste disposal in Zaozhuang City are analyzed.According to the existing problems of domestic garbage disposal in Zaozhuang City and referring to the advanced experience in domestic waste treatment in two cities of Weihai and Dalian in China and the successful practices and experiences in the classification of domestic waste in foreign countries,the countermeasures to improve the domestic garbage disposal in Zaozhuang are put forward.This paper argues that in the aspect of MSW governance system,a participatory mechanism of multiple subjects should be established to form a "one yuan,multiple main" cooperation mechanism dominated by the government and coordinated by the market and the society.Government departments are mainly responsible for the formulation of urban household waste management policies and actively exert their steering wheel and supervisor's role.At the same time,the reform of government management system,building one with the rights and responsibilities,focus on a unified government management system of domestic waste.Under the unified and coordinated government,market competition mechanism will be introduced to encourage private enterprises to participate in the net increase.The removal of domestic waste should gradually be stripped from the government departments and be put on the market by the relevant enterprises.The disposal of rubbish should be market-oriented and the household garbage fee system should be implemented to reduce the government's financial burden...
