Food is the paramount necessity of the people, which means that food safety matters topeople’s health and life safety, the relationship between healthy economic development andsocial harmony and stability. After exposing several infamous food safety accidents, thesupervising department had a profound effect on their efficient supervision technique. Thus,the food safety management and the essential role of the traditional mechanism of thedepartment get a big rap. In order to make full use of the duty of the quality supervisiondepartment and the administrative department of industry, we must set out a clear direction ofenhancing the capability and efficiency. Take The representative food workshops status of theregulation which is located in Dongguancity in thePearl-river-delta-region in China, forexample.Completely analyses the issues facing the food workshop, puts forward somerelative countermeasures for the supervising department at the point of view about the publicadministration. The paper consists of five chapters.The first chapter mainly talks about the background and the issues and the meanings ofthe research. And describe research situation at home and abroad, defining the basic conceptsand related theories. And it makes the related literature clearer and describs the analyticalframework that are used.The second chapter from the current situation of food workshops and point outworkshops in China that the problems of supervision in Dongguan. Such as: The supervisionpersonnel’s ability is not strong, the sense of cooperation between departments is not strongand the accountability is not implemented, the cross for department supervision responsibilityis not clear, lack of supervision and law enforcement according to law enforcement,regulatory effect is just passable.The third chapter analyses why some problems exist in the food security monitoring inthe city from simplest to more complex. Lag from the idea, the public service should bestrengthened; the transformation of government functions is incomplete, benefit to crackproblem; supervision system is not perfect, the supporting laws and regulations need to beperfected; supervision mode is single, detection technology needs to be improved in fouraspects of analysis. The forth part is about the case study which is seeking the advanced experience overseas.such as United States, Canada, Hongkong and other developed countries food safetyregulation in order to learn from their successful experience and probe the practical methodsto improve the current situation of the food safety in Dongguan.The fifth chapter is the Countermeasures of Dongguan small workshops food productionsupervision of governance, think Dongguan small workshops food production supervisionshould shift from the concept of supervision, improve the effectiveness of supervision;optimize the supervision mode, perfect the supervision system; the "food safety law" as theguide, improve the supporting laws and regulations; the third sector to play a role, increasethe supervision and detection of resources, speed up the establishment of food safetytechnology to improve the supervision of food workshops support system in five aspects.
