Study On The Policy Process Of Amerian Mine Safety Government

The coal reserves of the United States is at most in the world, but the ranking ofhundreds of full-time workers accidents of the mining industry in Ameirca is in thelast place and the death rate in million tons coal production of mine safety accidents is0.03%in recently years.The mining industry become the most secure professional inAmerica,which achieve the best state of safety and production.When we review thehistory of coal mine production,the coal mine have frequently occured accidents inthe early20th century, the ten most serious mine accidents in the history werehappened during this period.But the United States taked advantage of the serious mineaccidents to push policy suggestions to agenda,which offer policy support foradopting new techniques、the improvement of personnel quality and the productionenvironment.American scholar John W. Kingdom put forward Multiple Streams theory,whothought there are different origins: problem origin、policy origin and political origin inthe policy system.These streams are independent of each other. The occurence、development and operations of the origins are not depend on the others.When thepolicy window open,policy activists will seize the opportunity and mix three streamstogether to push policy suggestions to agenda.This article attempts to analyze＂policyprocess of American mine safety＂ as the core problem,and using the analyticalframework of Multiple Streams theory.We will analyze the change of Amercian minesafety policies from the perspective of policy process theory and objective make acomment.Especially the spotlight of the serious accident and the continuous drive oflabor union in mine safety policy is the research emphasis in this paper.Finally,thisstudy makes some specific suggestions about the development of mine safety policyin our country,in combination with actual situation of China.
