There are close relations between decision-making and effective implementation of coal mine safety production policy and the actors, structures, interactive that are objective elements of policy network and the environment in where policy network is located. So, the research of our country coal mine safety production policy network has important theoretical and practical significance to improve the coal mine safety production policy formulation and implementation, increase the level of coal mine safety production management.The article defines our country coal mine safety production policy network as a complex interactive process that various actors whose resources and interests depend on each other realize self-interest.
