Sudden environmental pollution incident is extremely easy to endanger people’shealth and ecosystem safety in a short time. The light pollution could bring localresidents and enterprise inconvenience, and the heavy could cause further moreserious problem to our social security, stability and international relations. In viewof the current problems existing in the trans-boundary pollution risk communicationand group decision making in dealing with the emergency, in this paper, wedesigned and developed trans-boundary environmental pollution riskcommunication and group decision-making platform based on WebGIS byconstructing the sudden trans-boundary pollution risk communication messagemapping and group decision model based on the fuzzy multi-objective.Based on message mapping theory, the working group identify the stakeholdersof the trans-boundary environmental pollution through literature research,questionnaire survey, expert interviews, panel discussion and so on. Besides, theworking group use FAHP based on trapezoidal fuzzy number and hierarchicalclustering analysis method based on Ward in the Euclidean distance square methodto implement the sort and hierarchies of stakeholders’ concerns. By the visualizationtechnology and spatial analysis technology of GIS, the working group develop theunit project message mapping, and make risk communication message mappingvisualization. Finally, the working group develop a message map for one part of eastroute of the South-to-North Water Diversion Project-from Yangtze River to HongzeLake.We identify five target decision variables by analyzing and concludingtrans-boundary environmental pollution risk communication message mapping,which are respectively disposal time, consumption cost, implementation feasibility,environmental impacts and health risks. In addition to the implementation feasibilitythat is benefit target, the rest are cost targets according to the target define. Based onthe fuzzy theory, we solve qualitative and quantitative problems to decisionvariables and decision goal weight, and overcome the other problems which areoften associated with goal conflict, subjective judgment and so on uncertaininformation problems in the actual decisions. Finally, we make use of scientificfuzzy optimization algorithm to make the hypothetical simulation, and realize groupdecision and the pre-arranged planning sorting based on the positive and negativeideal optimal solution of the matrix. The feasible result shows that the model iscorrect. Based on.NET platform, we use C#as a programming language and useSQLServer2000and Visual Studio2008as main development tools to program thetrans-boundary environmental pollution risk communication and groupdecision-making system function modules. System includes three big functionalmodules, which are message mapping management, decision-making planmanagement and system management. We choose one part of east route of theSouth-to-North Water Diversion Project-from Yangtze River to Hongze Lake asdemonstration area and apply the system research. The result achieves the riskcommunication message mapping visualization, and screening assessment oftechnical alternatives based on the internal system fuzzy multi-objective groupdecision making model, whose output is the best plan which could assist emergencydecision-making.
