With the change of cognition,the risk is no longer entirely derived from human uncontrollable forces.On the contrary,with the development of science and technology,the frequency of resisting human activities has exceeded the risk of resisting nature.It is precisely this risk that comes from human activities that can be controlled through the system.After all,the unknown and uncontrollable nature of risks cannot be completely overcome by humans.Therefore,risk is an inevitable product of modernization reforms and progress.With the leapfrogging of productivity,the outbreak of various potential threats in society has also expanded to an unprecedented degree.This is a profound indication that a risk society has arrived.In this social environment,the consequences of inability to analyze and predict have become,from a certain point of view,the dominant power of history and society.With the continuous advancement of human science and technology and the development of productivity,the risks are no longer entirely derived from the forces of nature that cannot be controlled,but rather come from the results of human own production activities.The frequency of resistance to human activity has exceeded the risk of resisting nature.People's cognitive ability can't exceed their own stage,so this kind of risk shows the possibility and uncertainty,and this kind of objective mapping to subjective has produced a constructional risk,that is,the risk is subjective and objective.Two meanings.This situation has led to the fact that no one is the master of truth in the face of risks,and it has produced tremendous amounts of administrative,administrative,and administrative decisions.Therefore,risk is an inevitable product of modernization reforms and progress.With the leapfrogging of productivity,the outbreak of various potential threats in society has also expanded to an unprecedented degree.This is a profound indication that a risk society has arrived.In this social environment,the consequences of inability to analyze and predict have become,from a certain point of view,the dominant power of history and society.Based on this,the environmental risks involved in this article will be limited to those caused by human activities and pose potential threats to the natural environment and human society.Such threats are both likely and unclear,and will further develop into unpredictable consequences..In a risk society,there is an inevitable causal link between human activities and environmental risks,and it is almost impossible to completely eliminate such risks.In order to overcome this irrational behavior in the face of uncertain risks,safeguarding the justice of risk distribution requires reasonable control through the system.For this reason,the core of environmental risk control is not to control human activities,but to control the system that regulates human activities.The institutional control of environmental risks includes both the environmental risk identification system,the environmental risk assessment system,and the environmental risk exchange system highlighted in this article.Science and technology and economy can properly ensure the identification and evaluation of risks.The purpose of institutional control is to control the results of human risks by controlling human activities.Therefore,direct concern for human activities in the system of environmental risk control is caused by multiple parties of activities.Participate in the environmental risk exchange system.This article first explains the basic categories of the environmental risk exchange system,the basic rights and obligations of the system,and the institutional content.Through the interpretation of the origin and meaning of the word risk,the logic of environmental risk is combed,and the cognition and significance of environmental risk communication are clearly proposed.The institutional body of environmental risk communication includes both the government,the public,and the enterprise of the traditional environmental governance participants,as well as the media,organizations,and experts as communication media,which are linked to each other by complex rights and obligations.The system content mainly includes the two dimensions of institutional design based on the participation of the main body and the time period.This kind of system design must not only follow the existing model of environmental risk communication,but also take into account many factors that need to be considered for good environmental risk communication,and it must also choose the institutional tools used for good communication.The second is verification of the theoretical connotation of the environmental risk exchange system.The modern risk society theory represented by Baker and Giddens provides a new perspective of risk research.It proves the social universality and urgent institutional needs of "risk" from the perspective of sociology of law;it is represented by Habermas.The deliberative democracy theory,the multi-center governance theory represented by Ostrom,and the negotiated governance theory system constituted by the environmental democratic theory in the traditional environmental governance have proved that the core elements of the "communication and exchange" risk exchange are the basis of the system.Just as the basic principles of traditional environmental risk governance,the principle of risk prevention demonstrates the rationality and legitimacy of institutionalization of environmental risk communication from a legal perspective,and provides it with a fundamental value orientation.The institutional transformation in practice provides a fuller proof of the theoretical evidence.The risk communication system reflects the transformation of the three directions in the practical transformation,that is,the transformation from the technology center to the communication center,the transformation from command and control tools to market tools and information tools,and the transition from ineffective communication to effective communication.Again,examine the institutional dilemmas of environmental risk communication.From the theoretical verification to the institutional practice transformation,it is enough to confirm that the environmental risk exchange system is an ideal system choice for controlling environmental risks,achieving environmental democratic decision-making,and ensuring fair risk distribution.However,there is bound to be a gap between the ideal institutional design and the objective reality.The operation of the system will face many difficult issues that must be solved-the main problems of communication,methods,and effects.This is the three issues that must be answered to improve the environmental risk exchange system.The difficulties in communication under the leadership of the executive branch,the institutional dilemma of corporate negative communication,and the institutional dilemma in which the public is difficult to participate in communication are the three major issues facing current exchange subjects.As an information tool for institutional methods,it is also faced with the predicament of environmental information failure due to institutional defects.Specific communication and communication effects,lack of proper administrative procedures,existing communication distortions,and lack of protection of communication objects have become the key issues in the concrete and perfect communication system.Finally,it puts forward sound countermeasures and suggestions for the environmental risk communication system.In the absorption system,the country' s useful experience first,combined with its own national conditions and legal system.As a path to improve the environmental risk exchange system,we should establish an institutional framework for environmental risk exchange under the multi-component governance system,clarify the principles of the environmental risk exchange system,ensure the effective implementation of environmental risk communication,improve the institutional application of information tools,and improve risk.The corresponding supporting system of exchange.
