Existing Problems And Countermeasures Of Safety Production Supervision In Baoding

Work safety is in relation with the safety of life and property of the masses, and theharmonic and stable development of the entire economic society. Work safety is an importantguarantee for the implementation of sustainable development strategy. Currently, Baoding isin the significant period of economic integration of Beijing, Tianjin and Hebei province, andeconomic reform. During this period, a large number of new projects will be launched insuccession, which may induce work safety accident risks. Besides, the implementation of thestrategy, strengthening Baoding and affiliated countries to make people rich, encourages themass to start their own business. As a result, the number of small-scale enterprises keepsgrowing, which expands the scope of work safety and increases supervision difficulties.Accompanied with the rapid advance of economy, industrialization and urbanization, a largenumber of rural workers flow into cities and enterprises. Different personnel qualities willcause bigger accidental risks in production process. Meanwhile, with the development ofnews, network media and public safety awareness, there is a growing concern on work safety,and accordingly an increasingly requirements on capability of work safety supervisionefficiency and accidental responses.In the first part of this essay, there is an introduction to the background and significanceof research, following with current research state on work safety supervision both home andabroad, and basic concepts of work safety supervision in brief. Secondly, combining withrelated theories and actual situation of work safety in Baoding, an analysis of current worksafety state is made, and the existing problems are listed: weak supervision strength,imperfect supervision system, low qualities of supervision regulators, bad implementation ofsupervision, lack of deep investigation or research on wok safety among government leaders,imperfect technical support systems and immature emergency rescue system. In the secondpart, a detailed analysis is made of existing problems, and four reasons are found out: certaingovernments and department leaders don’t pay enough attention on work safety; and the lawsand regulations are not perfect; and supervision tasks don’t match with regulators’ capabilities, and finally the rewards and punishments are not in accordance with work safety responsibility.In the last part, six countermeasures and proposals are set forth to improve work safetysupervision in Baoding combining with related theories and actual state: to improveunderstanding of the importance of work safety supervision; to promote legal construction ofwork safety supervision; to strengthen team building of work safety supervision; to coordinaterelations among different safety supervision departments; to enhance and innovate worksafety supervision methods; to enhance emergency rescue capacity.
