| Shenzhen municipal solid waste treatment and regulation system was taken for theresearch object. Through sorting the practices of supervision and management system ofwaste treatment in home and abroad, we had compared actual situations of municipal solidwaste treatment and regulation in developed regions to that of Shenzhen’s. Then we analysedthe problems and causes of municipal solid waste management at present. The study focusedon Shenzhen municipal solid waste treatment and regulation system which included the basis,agencies, content and methods of supervision.We found the following questions in Shenzhen municipal solid waste treatment andregulation currently: First of all，the regulatory content was not comprehensive enough;Secondly, lack of scientific and effective methods and equipment; Thirdly, the legislation ofmanagement and the detailed regulations need to be perfect; Fourthly, lack of unified platformand effective coordination mechanism for the regulation;To solve these problems, this paper put forward an integrated system which was suitablefor the specific situation of Shenzhen own development. From waste generation, collection,transportation to treatment and disposal, we proposed specific measures for wasteclassification, landfill, incineration, waste resource recovery, waste charging and kitchenwaste management.We put forward some suggestions for the development goals and direction of Shenzhenwaste disposal supervision. Waste management should set reduction as the primary purpose,resource recovery as realization approach and the law as waste regulation guidance.Regulators should set up independently and had clear responsibilities. Waste treatment andregulation would change from waste disposal singly to whole process supervision.Supervision measures would change from administrative supervision means to utilization oflegal, economic and technical means. The way of supervision would change from regulationin the factory to internet regulation on line. |
